Buses are a valuable public transport option, and bus facilities occupy a large area around railway stations. As well as making this section of Route 246 an overpass, why not build facilities for buses serving Route 246 three levels above ground, and at the same time, facilities underground for buses serving Meiji Dori, with the conversion of this section of road into an underpass? This would allow the large areas currently occupying ground level at the East and West Exits of Shibuya Station to be converted to pedestrian plazas, and reduce congestion in the center caused by long distance buses. The new Shibuya Station would be a multilevel facility accommodating both trains and buses, connecting from top to bottom in a user-friendly manner pedestrians on level 4, buses serving Route 246 plus the Ginza Line on level 3, the Yamanote, Saikyo and Inokashira Lines on level 2, pedestrians and local vehicular traffic at ground level, buses serving Meiji Dori two levels below ground, the Hanzomon and Denentoshi Line three levels down, and the No. 13 and Toyoko Line on the fourth underground level. |
