An earlier plan for developing the area around Shibuya Station consisted of a ring road, the aim being to disperse traffic congregated in the center to make streets inside the ring pleasant to walk on, and convert the whole of the area around the station into one circular zone. The propriety and reality of this ring road plan itself were subsequently called into question; the fact that Meiji Dori and Route 246 pass through the station zone at right angles carrying most of the through traffic coming to be viewed as the real problem. Fundamentally it was decided that this through traffic ought to be separated from local traffic, this being the long-term issue for the area. The Tokyo Metropolitan Government is now looking to make Meiji Dori an underpass, and the Ministry of Land, Infrastructure and Transport Route 246 an overpass, thus separating through and local traffic, and reorganizing the space into one allowing pedestrians, cyclists and the disabled to coexist on the ground with local traffic, making these the "streets pleasant to walk on". In saying this though, let's not give up on the idea of a skywalk and sky plaza four levels up.
