Roof plan
The areas behind the multistage terraces on levels 4 - 8 are for retail use. These would have a floor area of around 60,000m2, same as the total floor area of the present Tokyu Toyoko Department Store (East, West, South wings). Individual floors however would be spacious, with the largest, level 4, an oval shape 140m across and 170m long. Each floor would be enclosed by a leafy terrace, at just the right height to allow people to gaze out on and take in the maze-like complexity of Shibuya's streets.

A low-rise, eight-floor building with a maximum height of around 50m. The problem of evacuation in an emergency would limit any high-rise structure to private uses such as offices, or hotel or residential accommodation. Such private occupancy however is not in keeping with the public status of the space.
