The "Summary for 2001" files are the data available for loan in CD-ROM form from the Shibuya Ward authorities, and the way the files have been split makes them hard to follow.

To read through the whole report, open the Word file and read through the pages in order. However some of the visuals are missing, and need to be viewed on PDF files Part 1 to Part 3. I might add that when my Mac is used to open the Word file, the page numbers on the top right of the page do not match those on the PDF files. For example, the image on P20 of the Word file showing the overall vision for the future is missing, but the image in question is found on P15 of the Part 1 PDF. Although in any case, only those with the ability not to drown in a torrent of words will be able to read through the whole report.

A faster, easier way to view the "peak" core proposed by the Shibuya Ward authorities, as opposed to the Shibuya Common "caldera" core is to go to P18 of the Part 2 PDF. Similarly, to look at the ward's vision of through traffic at ground level and people on decks or underground, in contrast to the Shibuya Common proposal of people at ground level, and through traffic on decks or underground, go to P21 and 22 of the Part 2 PDF. The ward authorities' idea to concentrate everything in Hachiko Square as opposed to the Shibuya Common proposal to "make Miyamasu Hiroba and the East and West Exit forecourts like Hachiko Square" will also be obvious from a glance at P23 to 34 of the Part 2 PDF.

In short, just by downloading the Part 2 PDF one can obtain a fair idea of the Shibuya Ward draft plan for the core section. However, for a more detailed grasp of the ward's ideas for the area of Shibuya around this core, you will need to download Parts 1 and 3 of the PDF, and if you want to read the whole of the ward's commentary and explanation, you'll require the Word file. The Shibuya Station Environs Development Guide Plan 21 compiled by Shibuya Ward in March 2003 (hereunder referred to as the 2002 edition) was put together by the Shibuya Ward authorities in March 2003 as a summary of discussions by the Guide Plan 21 committee (July 2001 - December 2002), and is the version now available on loan on CD-ROM. A year earlier in spring 2002, the Shibuya Station Environs Development Guide Plan 21: Summary for 2001 (hereunder referred to as the 2001 edition) was released, and in autumn the same year (September 2002), Shibuya Common submitted its Suggestions for Developing the Area around Shibuya Station response to a dedicated subcommittee of the Guide Plan 21 committee. The 2002 edition came out after this exchange of views, so here at Shibuya Common we were very interested to see what it said.

Changes to the arrangement of the chapters make it difficult to follow, however most chapters in the 2002 edition are either unchanged from the 2001 edition, or have only a few additions. Within this, it is the plan for the core section (Shibuya Station and surrounds) where one observes the most change: quantitatively in that it has been significantly enlarged, and in some parts there have been qualitative alterations as well. In the 2001 edition this equates to Chapter 5 Section 3 "A future vision for the core of Shibuya", and in the 2002 edition, to Chapter 5 "A vision for the future of the priority localities 1: Core" and Chapter 9 Section 1 "Multistage development program, diagrams of transport facility network by level". This shows what the committee's priorities for work on the plan were in 2002. Apart from that, the only notable section is probably the "Strategy for project facilitation" added in Chapter 9 Section 2 of the 2002 edition.

The following are a number of qualitative changes in thinking that appeared in the core plan in the 2002 edition. Some coincide with Shibuya Common suggestions.

1-Main trunk road (Conversion of a section of Route 246 to an overpass is now a prerequisite of the plan)
2-Pedestrian routes (Addition of an east-west skywalk on level 4)
3-Improvements to JR station (Improvements to Yamanote and Saikyo Line platforms using former Toyoko Line site)
4-Hachiko Square (To be basically at ground level)
5-West Exit forecourt (Buses to be channeled via 3, 4F in mid to long term)

The overall impression of the plan for the core area in the 2002 edition is one of backing up and fleshing out the ideas for high-rise station buildings and station forecourts with pedestrian decks that had already appeared in the 2001 edition. However there is also evidence of changes like those above, albeit only to part of the plan, that hint of a different future for Shibuya Station and its precincts. (May 2004)
